The more the government spends, the lower this index but with a strong economy, the percentage of the government spending will be reduced and the index will climb. |

Of course, given the arithmetic used in this game...but still, I haven't spent that much on military over the past few months. My gov't index was stable around 80 before it suddenly dropped a couple months ago. Go figure. |
